Queen’s Hill Site 1 is located at the former Burma Lines military barrack. With a site area of approx. 13.65 ha (gross), it will be developed into a mixed-use public housing development comprising of 7 PRH blocks and 6 SSF blocks. Paul Y Engineering Construction was to supervise the construction of supporting facilities include a public transport terminus (PTT), a 3 storey shopping centre with a wet market, three basement carparks, three kindergartens and a government community building accommodating various social welfare facilities and a community hall.

The site is surrounded by green belt to the east and south-east. The thirteen domestic blocks sit in the natural landscape among low-density local villages, with Lung Shan in the south serving as its backdrop. The design takes advantage of the adjoining green and rural environment to create a neighborhood with a strong sense of community which satisfies the social and physical needs of the residents.
